Lady here, the first time I read anything about "kino" I thought it seemed weird taken out of it's organic environment. I've never dated strangers because that also seems forced and inorganic to me. It's still a supply and demand game, even if they receive funding. That argument would work in regards to state operated public health clinics. I'd prefer market analysis to make a judgment on the weather or not they're leaving people in the lurch. That section was describing a different way to organize society. The pregnant woman's maternal family (male and female) would help raise the child. Whoever the father was, took care of his sister's/mother's/niece's children, instead of the child he happened to sire outside of his maternal family. Men and women from different families didn't go off and start a little nuclear one on their own.

The pap-smear (as preventative medicine obgyn appt) would only test for cancer, gonorrhea, and chlamydia. The two STI tests are mandated by the CDC. So, maybe a herpes test for a women would not be covered by your insurance even though she can get her box checked.

The Dept of Health and Human services recommended what the basic level health insurance policy should cover. From what I understand, the premiums should cover most all common preventative medicine, which in our society Birth Control is now up there with the Annual Check Up.
