Depends on the prison, but yeah. There's an 'open' prison not so far from my home. Here inmates can leave during the day if they have a job or to go for a walk. They just have to be home by a certain time. Noone ever runs away. It's for less serious crimes, but most of the inmates are doing better on the inside than the outside.
