In the case of the road in our town bids were asked for a 55mph road, the bids were offered with a 55mph design. Before the road was opened it was stated by city officials the speed limit would be 55. When they opened it the speed limit was 55. They changed it to 35 and put a traffic camera. There's a 2 mile road in my town that was designed for a 55 mph speed limit, as attested to by the civil engineers when the project began. The speed limit is 35. If you aren't paying attention to the speed limit you just naturally begin to creep up because it feels right and safe.
