Only the mother is at fault here for teaching her daughter that punching someone in their reproductive organs is okay if they annoy you. Boy should be told his behaviour is inappropriate, girl should be told to call the teacher if someone teases her, boy or girl, and that hitting boys in the crotch can be very dangerous to them. Sexual harassment charges against a little kid who wriggled his hips? He probably doesn't even know what sex is. 2 I also find over the top.
