Perhaps. I remember in high school everyone would insult other guys by implying they would masturbate. People would get pissed off and deny it hard. Except *one* guy, who would shrug and say 'yeah, so does everyone', which ultimately guys as adults admit. At the time however, he was mocked endlessly for daring to admit such a humiliating thing. I mean, that has happened and in some cultures may still hold true. I don't think in the 'western world' that has been a significant thing in decades.

I'd say the opposite, at least growing up, a man masturbating is a loser because he couldn't get it any other way, but a woman masturbating was hot. As an adult, I think it's 'meh' all around for the base act, though escalating to use of a sex toy is still seen as icky for men, but perfectly reasonable for women.
