It’s a very hard area to navigate, but I believe it’s ultimately the woman’s choice because she has to carry and conceive the baby. The woman should ultimately have the choice, because it is her body, there is a difference between drugging someone without their knowledge to kill the foetus, that would go on to become a healthy baby, and killing the foetus with the persons consent, before it becomes a healthy baby.
