Today I was at a local Community College taking a summer class. I got a parking ticket for failing to display my parking permit(I do have one). I went to the office to appeal the ticket. Of course I was met with the frequent bureaucratic administration. Then a girl also came in. She too had received a ticket. All she had to do was start sobbing talking about how she couldn't afford it. And just like that her ticket was dismissed. They wouldn't dismiss my ticket however.

I think you might be misreading sexually active. Sexually active basically means they are having sex on multiple occasions.
