No. People in Europe are generally much less social to strangers. When I visited the US almost every stranger I met talked to me which was really nice. Doesn't happen in France nor many other European countries. For Europe, the more south you go the more social people become. Also, I'd be careful with approaching people in capitals. In big cities like Paris and Rome there's a lot of scammers/sellers so people are a lot more cautious.
