If a man doesn't want a child, use a condom, if a woman doesn't want a baby use the pill. It shouldn't be all down to either person, it should be a mutual desision. My opinion is that there is no equal way to decide on whether a baby is born or not. However men can use condoms, women can use the pill. These both stop pregnancy 99% of the time. So no you can't apply for government assistance, 83% is normally enough to live on.
