That’s a pretty bold (and false) statement. Most large organizations will have HR determine both the range and the starting offer to the new hire. It’s then up to the hiring manager and the new hire to fight for more if they feel necessary. Maybe at small offices that’s not the case though.

A while back I got stuck in a YouTube abyss and started watching every Henry Caville interview i could find. It was amazing how much straight up sexual harassment he received from female interviewers.
