There is no probably cause requirement where I live. They do DUI checkpoints occasionally. You can be pulled over for avoiding them, too.

He said it's not an arrestable offence so it's kinda screwy that you can be arrested for not showing ID when being arrested for your non-arrestable offence so now you've committed an arrestable offence. That's some backwards circular logic. I was also under the impression that at least in most areas there is no legal requirement to carry ID. In a situation like this you'd simply identify yourself by name and address.
