HR won't. HR and the manager are totally different entities. HR personnel are there to make sure no foul play or discrimination happen. They represent the company. The manager, in theory, should be the same way but unfortunately most of the time the manager is a glorified staff person with a title. That's where the whistle blower phrase comes from. But remember the only people who look down on whistle blowers are those who are breaking the rules.

I think this idea is exaggerated. I've had many female friends tell me over the years they used to hit boys even kick them, in elementary school. And got in trouble for it. It's all about whether the teacher sees it happening, other students see and confirm, or someone has a physical injury.

In these cases does the man have injuries? I mean does kind of evidence showing abuse, not necessarily like INJURIES as in hospitalizations. Because I see women being arrested for DV all the time. Theres physical evidence of abuse or a video (like few years ago a woman kicked her husband in the balls and he got it on his camera phone just in time and it was taken seriously and she was arrested).
