No. Affirmative action is something that is ALWAYS put in place by a majority government. The goal of affirmative action is to help a community gain an equal footing over time. That community may or may not be the majority. In fact it can work against a wealthy minority, and it can even get out of hand. Affirmative it is NOT racism by the minority as you are suggesting because it can't happen without the blessing of the majority.
