At the universities I attended (and the one I currently work at,) they oversell parking permits, and then it is a free for all on a first come, first served basis. Every man that teaches in the Comp Sci department at my university has an "Open Door" policy; (as in, if there is a student in the office, the door is damned well going to be open.) Submission holds like joint locks and pain/pressure holds are no guarantee that the person you are attempting to restrain will not be able to lash out at you.
