I will chime in to reinforce Whisper's point. Submission holds like joint locks and pain/pressure holds are no guarantee that the person you are attempting to restrain will not be able to lash out at you. About the only things you could do without restraints to guarantee they cannot harm you are all things that would be considered wildly disproportionate responses and do harm them e.g. smashing joints.
