In my city, they plan crossings. For everyone more than about ten minutes off the lead pace, they might be stopped to allow cars to cross the race path.. because of you're that far off the pace, you're not racing, you're jogging. So you get an unscheduled 1 minute break.

Nah. In my city, they have designated crossings. The race way gets closed to runners for a minute as a bunch of cars cross at a few locations asking the course. They don't do this to the lead pack who are actually racing, but if you're more than 10 minutes off the pace, you might find yourself getting an unscheduled 1 minute break. maybe a bit extreme, but really, if their goal wasn't to get parents to beat the kids into submission, then why do they usually use out-of-school suspension instead of in-school suspension, which wouldn't disrupt their daycare functionality. There's two kinds of fights: fights where both people want to fight, and fights where someone is fighting back. I can't imagine that it's too hard to tell these types of fights apart. Obviously lying under oath to the senate REALLY should keep a person off the supreme court, though (and probably should result in being disbarred, and removed from any other court).
