People really need to differentiate between average joes and someone with political power, money and connections with other powerful people. I honestly have no definite answer to that. But most of the reason I've heard is to help women and families with small children against robbers, especially in basement park since they're the easier target. About the no men allowed tho, most of us single guys(me and my friends at least) just shake our head and move on with our lives.
