It's true the guidelines were written poorly but having read the article OPs title is grossly exaggerated to the point that it's just a straight line. There is no "mandate" in then to assume women are victims, in fact all of the guidelines are gender neutral; it's just that the examples they give that all follow a certain narrative. While this is still wrong, this title is absolutely falls.
