I would add DC/Arlington area to that list of cities where young people are moving to.... at least I know a bunch of people my age who've moved there in the past three years.

When I say "controversial" I mean things like: religion and politics. Controversial films, books, music, etc. are fair game if the context and content of the controversy is good. Some topics to think about are: Local events. Sports. Travel. Tit-for-tat stories. If you know something about someone, follow up on it. How'd that interview go? How are classes? Another great tip, and not limited to merely dating, is to have several topics in mind when having a conversation with someone, either at a date, formal function, or dinner party.
