All of them are highly qualified for their positions. I'm not saying that it is like this everywhere, but I work for an investment bank and there is a 44/56 split between males and females, and 86% of the managers and team leads in my department are female. You merely recited (incompletely) the threshold test for a prima facie case for a civil tort, which is completely different, and much less complicated, than suing the government under the Equal Protection clause. Technically, you don't need an attorney to file a lawsuit, but you certainly need an attorney (with membership to your district's Federal bar) if you have any interest in winning a lawsuit against the Federal government. In the case of rape, assault, and contraceptive fraud, the biological father has strict liability for child support, even if he, himself is underage.
