In that arbitrary situation you certainly make it seem like the laws are justified. But I would suggest, since we have to consider the burden on the taxpayer, that we no longer allowed men and women to decide to procreate. We should instead issue licenses that only allow people selected by the government to have kids. There are no utopian solutions to this problem, it's a problem where you seek the less evil outcome. You're correct that it is an entirely different set of circumstances, but by laying the authority of the decision on one party, they should also bear the responsibility of the decision. The current legal situation is that men are enslaved because a woman decides she wants a child.
