I do see your point, but since OP was asking about this particular case that's what i was speaking to. But itsmevichet is right, if you want to ask a girl out, just do it, the worst that can happen is she says no. Just be confident. Talk to people you don't know, meet new people to hang with.

If you're planning on going out, and run into her, be like "oh, yeah, me and *insert roommates name are going to hit up *generic bar if you and *her roommates name want to go" so its not like you're inviting her, per say, but like a group thing, I'd you use the right tone, she will read into it and it will open up hanging our just the two of you.

Invite her to a bar next time you see her, if she says yes, then keep doing it, not frequently, like once a month, soon she will invite you out, also, make sure you get her number, use "just in case plans need to change."
