As an ugly woman, I'd say that we're more likely to have worse social skills because it's harder for us to learn them and/or experienced a lot of bullying, mistreatment and abuse which can lead to having an unpleasant personality.

In general, I don't mind having a friendly chat with a stranger if it's at a convenient and safe moment for me. Neither men nor women talk to me much in public so it's not a big issue for me. Because of my social status, my male equivalent can date up in the looks department so in your scenario I'd assume any chatting/number giving was more for networking purposes. I wouldn't think much of it.

I've been approached by men twice in my life. I was on a bus. I found it creepy because I was 17 and they were in their 30s/40s. I have a very ugly face, but I'm usually in okay shape. Instead of approaches, I used to get a lot of street harassment from men who were at a distance where they couldn't see my face clearly.
