Neither men nor women talk to me much in public so it's not a big issue for me. Because of my social status, my male equivalent can date up in the looks department so in your scenario I'd assume any chatting/number giving was more for networking purposes. I found it creepy because I was 17 and they were in their 30s/40s. I have a very ugly face, but I'm usually in okay shape.
