I don’t doubt that plays a role, but the honest answer to why are birth rates falling in virtually every developed country, some more than others, is simple. Contraceptives 2.Women in the workforce/higher education and rights. I personally think the trade off is worth it, but that doesn’t mean the trade off doesn’t exist.
