Going just by what I can see in that video, there are a hand full of people on a street corner being rushed by a large group of violent people. What should the cops do in this situation? If it's Portland, the police can't do anything unless they are in immediate danger without approval.

Pretty sure that's in Portland. The cops are extremely limited in what they can do. They are not under direct attack in this case so they likely have to radio for instructions before doing anything.

My ex had to pay child support. She didn't do it very often though. I got mad at one point and started pressing the matter with the DAs office and to their credit they started to leverage pressure on her - threatened to suspend her drivers license and possible jail time. To be honest I decided I didn't want the mother of my child in jail so I backed down. I ended up forgiving some of the debt. My ex is still in arrears. My daughter turned 18 last year and I got my ex's tax return this year.

In Oregon assault is a measure 11 crime. If you are convicted of a measure 11 crime, you do the time - judges have no discretion to impose a lesser sentence. So my theory is the cop wrote her up for harassment, which is not a measure 11 crime, to spare her any actual consequences.
