German justice heavily believes in the "bettering" of offenders and would rather settle for a mild punishment to give someone a 2nd chance at proving themselves (depending on intent, severity, malice ect). We also don't have a public list of "registered offenders", so someone's life isn't utterly destroyed if he/her is convicted. Obviously it's debatable whether the German rape laws are good or bad.
