In my experience with government and large companies, training is viewed as wasteful spending because it is misapplied. It is often delivered using inappropriate vehicles (e.g., no practical components) compounded with poor timing (e.g., learning about a new process now that won't take effect for 2 years) and little on-going support (no in-house "expert" resources to call for day-to-day questions).
