It refers to the fact that at sex-ed 'men' (because women sure aren't listening) have it rammed down our throats about consent and this and that. We get told by our parents not to rape. I basically asked if it was appropriate to have public awareness that women can prevent rape to a degree (not drinking to blackout levels, being selective of their friends) and some how there are people arguing against that.
