Well it's more of a woman can place your name on a birth certificate and the state will look for you to support the child.

I believe this is the correct answer. In some states he could sue her for fraud, but still, in the end, be required to pay for child support until the real father was located.

The only way this would make sense is if it was part of an divorce settlement where he agreed to pay child support for the step son at $1,500 per month. If so, the court is only enforcing the agreement.
