Catcalling or whistling hardly has anything to do with a woman feeling uncomfortable walking alone at night. Even a slight bit of reasonableness would lead anyone to that conclusion. Again, "someone" to walk with them is hardly going to keep them safe walking somewhere. On the other hand, walking too close or following is weird and certainly uncomfortable.
