If this is not possible they should just put one in each restroom. In Germany by the way, bigger places have to offer separate toilets for the genders. This is regulated by law. Also the exact minimum number of toilets is fixed. Only small places might be allowed to offer mixed bathrooms, but they have to ask the city/communty for their blessing to be allowed to do that. I don't think anybody needs or wants unisex bathrooms. In discos or at large public parties it is quite common though that women use the men's room. You have to somehow balance the rights of the supposable rape victim and the rigths of the propably innocent supposable raper.
