This honestly depends on where you live. In large cities like NYC/LA the whole city is your playground whether or not you're in college or go out to clubs. But somewhere smaller and your best option is to join a shitty band, get a shitty part time job, use money from shitty job to get (singing/drum/guitar) lessons, and market yourself to play local gigs frequently with other (cooler) bands.

Pharrell Williams. I don't think there's ever been a stage in his adult life where he wasn't always working towards his vision non stop...shit even now.
