I've never been in a situation where the bathroom was multi-occupancy and the men's had a queue while the women's did not. In the UK buses are also running restricted seating, including no standing occupancy. If there are no seats available you're not allowed on the bus, since you can't keep distance if you have to walk by someone standing in the gangway. There are many reasons for this, but the main reason why the sentence is different is because they don't want to deter women from accusing their rapists. That's a weak cop-out.
