with women you have to stop 1 cell and they have pathways for that to happen with men its up to 300million cells (per ejaculation) you have to stop and it only takes one cell to cause a pregnancy adding to that theres not really a pathway we can use to influence this. adding to that with women contraceptives are also used to manage other conditions so the risk to benefit ratio allows for some unpleasant side effects which doesn't happen with men
