Because that's what they would most likely say based on own experience. I think it's a cycle. Those women who tell men to "man up" , are probably constantly looked down at by some men and therefore feel the need to flip this dynamic when they can, because they probably assume men don't take them seriously. Circumcision nowadays, especially in the west is done for cosmetic reasons as opposed to hygienic reasons since we have better access to clean water etc, and women/people find penises that look this way more appealing. These are the same type people who would bash you if you assume a woman's physical ability to be lesser than yours because of obvious physical differences and would go crazy if you were to treat her any differently based on these obvious reasons, but would demand that a man should not not/never hit a woman, even to the extent in retaliation, because they should "be smart enough" to assume he'd be a greater opposing force...
