If you as the business owner can only pay to hire say 3 people at full time and you up minimum wage 10$ to 15$, then you can only continue to hire 2 employees at the same hours OR you lower all 3 of their hours equal to the increased pay they are getting. Also there is nothing wrong with keeping employees under the insurance threshold.
