I don't really think that's happening. I'm from Australia so a large part of our force are volunteers. It makes every sense in the world to try and get half the population to not dismiss joining. I don't think it's this zero sum game that people are making it out to be. It's good up until it actively seals the victim. That part is wrong. But sealing information about child victims is good for the victim's sake. They should have control over that information though

Because child sexual abuse is sealed legally until the child is an adult and chooses to talk about their story. And in some states, the victims themselves still aren't allowed to speak about it in adulthood because of the suppression order to protect the children
