This is how I navigate through the city in light traffic when I'm not hardcore optimizing my route. In drivers' ed we were taught that there's no buffer other than the accuracy of the speed detector, and even there the police get away with issuing tickets well within the error range of the detector all of the time. The speed limit is a limit and you're supposed to be going several miles per hour under.
