Yeah I think you should have just gone with the flow, cause it isn’t like she is necessarily trying to friendzone you, she either wants to 100% ensure her safety or it’s a bit of a shit test to see if you’d feel insecure about her bringing another guy. In the future I’d suggest offer to meet for the first time in a public space, or as others have said be more firm that you are conveying romantic interest from the get go.

Stop trying to make more meetups. Even if I get flaked on for the first time and the girl doesn’t immediately try to reschedule, I’ll give her a chilled reply but not suggest alternatives myself. Wait until she tries to rearrange, and move on with your life. Abundance mindset as the other guy said.
