Well you should definitely be friendly to a girl you find interesting. It's ok to get involved with girls you see every day. If you find each other attractive and want to date than there is no problem. Also don't hit on every girl. In fact you shouldn't make it seem like you're hitting on any of them. If you're funny they will all like you (at least in a friendly way) and then it's easy to get one of them to date you.

You won't get this problem if you aren't worried about popularity. Personally I don't think there is a clear graph that people could be plotted on based on their popularity. You have to be confident in who you are, and know that relationships with people in different social circles is something that can work. IMHO the girls who turned you down probably didn't like you. If they did like you, it wouldn't matter what some of their friends may have said.
