Exactly. Now add mandatory paternity testing or male birth control into the mix. Either the government has to pay for these kids or they won't happen. Behavior does respond to incentives.
Yup, but that might change/delay some mating decisions, which would probably also cut into the barely replacement level birthrate so ya boy the govt isn't having that.
