It’s not just democracies. You can various forms of government systems come into existence when collective willingness to form a society free of arbitrary violence of the strong becomes desirable. People could advocate for monarchies, republics, oligarchies, etc.

In essence, that is what is being implied. However, they have to come together, i.e. man has to become men, for any force to be enacted in such a way that they can put this on any group. There must be a commonly accepted contract per se to exist before actual collective force to come to fruition. So, if this is true, the ultimate appeal is actually social will, not force.
