Well, if you are looking at something better than an i5 8400 (or an i5 9400f considering you have a graphics card) I would go for a ryzen 5 3600 (non X). It's 30-40 euros more than the i5 9400f but you get higher (boost) clock, higher IPC, hyper-threading and a good cooler. Couple it with a decent B450 motherboard, some 3,x GHz DDR4 and, within your budget, you are set for the foreseeable future.

UNLESS you are a pro-gamer AND have a top-shelf graphics card (ie. RTX 2080 Ti) AND you use your computer ONLY for games there is no point in getting an Intel CPU over an AMD one. Period. No matter the market segment AMD is offering, right now, the best bang for your buck. So whatever are your needs you can't go wrong with AMD.

European man here. If I could I would upvote your post 10 times. I'd like to highlight that an "escort" and a "brothel" (as strange as it may sound to the non initiated) are not the same thing as they give you different sensations. Brothels trump escorts because they give you the physical "illusion" of abundance.
