That's not how it works. You don't get arrested unless there is a charge. They don't cuff you and take you to jail, then figure out charges later. No charge, no arrest. Disorderly conduct is a charge. It's on his record now.

It says he was charged with disorderly conduct. Even if it's dismissed it will still be on his record unless he pays a lawyer to expunge it. If he does nothing it will show up on a background check.
