Yeah but you are a human living in a culture where it is an issue. Cloth can't have problems as it is an inanimate object. As a human who has accepted to live among other humans you must adhere to the cultural norms or become an outcast or criminal. So either don't walk out in your underwear or move somewhere where they don't care.

No, it's different. They are definitely sold and categorized as under garments. They usually have a hole or flap to make peeing easier. If my grandmother went into a grocery store in her underwear she would be asked to leave or arrested because underwear are actually different then other clothes. They are not designed to be worn out without clothes on top of them. Would you go to a playground filled with children in your boxer? No? Why not? Some rapists don't believe it is bad, they believe it is their right, or that the person really wanted it, or because of some reason I can do it. Same with dumpster babies, they know its wrong until they want to throw their baby away. Throwing a baby into a dumpster is totally wrong, but it would ruin my life if anyone found out about it, so it's ok.
