Today culture and religion have more separation but it used to be far more intwined. In euro descended cultures, circumcision has been originally sourced to the Bible. As the Bible states, it is to show a token of covenant between a man and the church. A way for parents to show they are raising their son in their faith. It wasn't done to women because women were not considered the head of a family or as significant.
