It's a mixed bag. That definitely used to be the case and continues to be the case in many regions. In other regions cops are being trained to be politically correct and are being hired according to racial/gender quotas so they're kind of like bureaucrats with guns.

Hipster SJW techies with limited life experience. They, on average, have less socially conventional problems (money issues, challenges of raising kids, mindnumbing/physically demanding jobs) and need a bogeyman to rail against to give their comfortable lives meaning.
