I don't think it's risky. He needs to buckle up and invite her over. If she declines, just cut her off and move on. She might text him when she is horny again to "hangout". He needs to regain control of the whole dynamic. I have declined dates because they refused to travel closer to mine, did it a few times and now it's gridlocked. This will only open when either I'm having a slow day, or she texts me on her own.

The hookup game is real but they hookup among friends, or friends of friends. They don't entertain strangers they are not like them, and because swedish women are already high in the totem pole. The guards go down drastically if you were introduced by a mutual, regardless you need to be attractive. Also Swedish women traveling outside of Sweden are more open-minded as compared to someone grinding 5 days at work and low social battery.

I spent 3 nights at the Wynn, they usually hang out in groups. I'm not sure if cold approach would work, but I wasn't actively looking for it.
