You dont need an FFL to buy a gun. A Federal Firearm Liscense is only for transferring guns or selling or buying like a business would. Like a gun dealer. Say I have a gun and my friend wants to buy it, I cant just sell it to him. You have to go to someone who has an FFL and can run background checks through the FBI database. Anyone can purchase a gun as long as they have a clear background check.
