However, this won't help people with preexisting conditions. There are a lot of people out there who, for various reasons, eat up $50,000+ worth of care per year, for many, many years. It's not just insurance companies. The cable and phone companies do the same thing. They don't just switch you to a cheaper plan because it benefits you, even though they could. A contractor doesn't lower your price because the cost of 2x4s went down. Fast food companies don't group your order into value menu items automatically. No one plans to get in a wreck. An insurance company groups your money with the money of other drivers.
