The problem is that a group intervention like you are describing rarely starts as a group action. It starts with one or two people stepping in first, and then the rest follow suit. If the proposed theory of why individuals are not stepping in is true, this would inevitably cause a decrease in group intervention as well. Basically it's another form of bystander effect... everyone is waiting for someone else to be the first to step in because nobody wants to risk being the only one to step in.
